US HOUSE CALLS FOR 5 YEAR PHASE-OUT OF STAGE 2 AIRCRAFT
The United States House Transportation and Infrastructure Committee today sent the full House bill H.R. 2881 “The FAA Reauthorization Act of 2007.” The legislation includes a provision for a national phase-out of all non-stage 3 aircraft by 31 December 2012. Similar language has already been inserted into the Senate reauthorization bill.
In addition, the bill does not include a provision for user fees. Instead, the House proposes increasing jet fuel tax from 21.8 to 30.7 cents per gallon and the av-gas tax from 19.3 to 24.1 cents per gallon. Differences in the bills will be addressed in a conference committee with a final bill from both houses expected late this summer for the President’s approval and implementation.

The United States Senate Committee on Commerce, Science and Transportation on 16 May 2007 sent the full senate bill S. 1300 to authorize appropriations for the Federal Aviation Administration for fiscal years 2008 through 2011. The legislation includes an amendment from Senator Frank Lautenberg (D-NJ) for a national phase-out of all non-stage 3 aircraft 5 years after its enactment. Similar language is expected to be included in the United States House of Representatives FAA Reauthorization bill in the next few weeks. The final bill should be enacted late this summer. Senator Frank Lautenberg (D-NJ) introduces the Aircraft Noise Reduction Act of 2006. Sen. Lautenberg introduced S. 4109 on December 7, 2006 to phase out “the use of all remaining stage 1 and stage 2 aircraft in the United States.” The legislation calls for a national phase-out of the aircraft 3 years after its enactment. In reference to the voluntary ban recently implemented at Teterboro the Senator commented that “Voluntarily banning these aircraft from one airport will only force them to use another local airport so I believe that a nationwide ban is necessary.” The legislation along with his complete remarks are available in Adobe PDF format by clicking here.OEM's Confirm Viability of Gulfstream GII and GIII
At the 2006 NBAA Annual Meeting and Convention, both Gulfstream and Rolls-Royce unveiled programs aimed at updating and extending the life of the GII and GIII. In combination with a Stage III Technologies Hushkit, these programs allow you to operate a GII or GIII well into the future.Gulfstream, through General Dynamics Aviation Services, announced the application of SAGEM Avionics, Inc. Integrated Cockpit Display System to the GII and GIII. This 5 panel LCD system brings the cockpit up to date and provides improved situational awareness for pilots. During the Convention, GDAS indicated that initial installs could begin in the 2nd quarter of 2007 and cost about $400,000 installed. You may visit here for more details.
Rolls-Royce confirmed that a limited release life work scope for GII Spey engines is available currently as a technical variance and will be included in the next revision of the overhaul manual. This work scope allows for a 5 year / 2,000 hour release life and can be accomplished for about one-half the price of current shop visits.

According to a report in the July 2005 Aviation International News, "...a comparison of the hushed GII and GIII noise levels as published in the FAA-approved flight manual supplements from each of the hush kit manufacturers shows that the Stage III system is quieter in all three measuring parameters, as well as in aggregate total... ." Furthermore, "...a noise official at Van Nuys Airport told AIN that Gulfstreams with Stage III hush kits should be able to meet the airport’s tough curfew requirements but that QTA-equipped Gulfstreams, for all practical purposes, would not... ." Finally, "...in a back-to-back fly-off between aircraft equipped with both manufacturers’ hush kits last year at Van Nuys Airport the noise monitors at the airport showed that the Stage III system was quieter."
